What is the ULEZ?

The ULEZ (Ultra Low Emission Zone) is a designated area within London where vehicles must meet strict emissions standards or pay a daily charge. Designed to combat air pollution, the ULEZ aims to reduce harmful vehicle emissions and improve overall air quality in the capital.

The ULEZ zone was first introduced in 2019 by then-Mayor Boris Johnson, originally covering the same area as the London Congestion Charge Zone. In 2021, the ULEZ expanded to include areas within the North Circular (A406) and South Circular (A205), impacting more residential neighborhoods. As of 2024, the ULEZ now covers all London boroughs and the City of London — but the M25 is not included in the ULEZ zone.

If your vehicle does not meet the ULEZ emissions standards, you’ll need to pay a daily ULEZ charge of £12.50, which can add up significantly over time. To avoid fines or unexpected costs, it’s essential to check if your car is ULEZ compliant using our free ULEZ Checker.

ULEZ areas are marked with clear green signs, warning drivers before they enter a chargeable zone. Many roads have ANPR (Automatic Number Plate Recognition) cameras that scan license plates and verify if a vehicle meets the required emission levels. If not, the daily charge is applied automatically.

Where does the ULEZ area operate?

The ULEZ zone (Ultra Low Emission Zone) was originally introduced in 2019, covering the same area as the London Congestion Charge Zone — including Westminster, Soho, Lambeth, and the City of London.

As of August 29, 2023, the ULEZ has been extended to cover all 32 London boroughs and the City of London. This significant ULEZ expansion means nearly all of Greater London is now affected. However, it’s important to note that the M25 motorway is excluded from the ULEZ zone.

To check whether your location or route is within the ULEZ, use our ULEZ Postcode Checker.

When does ULEZ operate?

The ULEZ operates 24 hours a day, 7 days a week, 365 days a year — including weekends and public holidays. That means if your vehicle is non-compliant, you’ll be charged no matter what time you drive into the zone.

Unlike the Congestion Charge, which runs 07:00–18:00 on weekdays and 12:00–18:00 on weekends, ULEZ charges apply from 00:00 to 23:59 daily. For example, if you enter the ULEZ at 23:55 and exit again at 00:10 the next day, you’ll be charged for two days.

Always check current rules on TfL’s official website to stay updated.

How do the ULEZ charges work?

The ULEZ charge is triggered by a network of ANPR (Automatic Number Plate Recognition) cameras that record your vehicle as it enters or moves within the zone. Your number plate is checked against the TfL emissions database to determine if your car, van, motorbike, or other vehicle is ULEZ compliant.

If not, you’ll be charged £12.50 per day, and if you don’t pay on time, the charge can increase to £90 as a penalty.

You can:

  • Pay your ULEZ charge online instantly

  • Schedule payment up to 90 days in advance

  • Pay without creating a TfL account

  • Or check payment status using your plate number

What vehicles are affected by ULEZ?

The Ultra Low Emission Zone (ULEZ) impacts a range of vehicles, including cars, motorcycles, vans, and minibuses. To avoid the £12.50 daily charge, your vehicle must meet specific Euro emission standards. Understanding these standards is crucial to determine if your vehicle is ULEZ compliant.

Petrol Cars

Petrol vehicles must meet at least Euro 4 emission standards. Generally, petrol cars registered after 2005 comply with these standards. Non-compliant vehicles may emit more than:

  • 1.0g/km of Carbon Monoxide (CO)

  • 0.10g/km of Total Hydrocarbons (THC)

  • 0.08g/km of Nitrogen Oxides (NOx)

For a detailed breakdown, refer to the TfL’s guide on petrol vehicle standards.

Diesel Cars

Diesel vehicles are required to meet Euro 6 standards, typically applicable to cars registered after September 2015. Non-compliant diesel vehicles may exceed:

  • 0.5g/km of CO

  • 0.17g/km of combined Hydrocarbons and NOx

  • 0.08g/km of NOx alone

  • 0.005g/km of Particulate Matter (PM)

  • 6×10^11/km of Particle Number (PN)

For more information, visit the TfL’s diesel vehicle standards page.

Motorbikes

Motorcycles must meet Euro 3 standards, focusing primarily on NOx emissions. Non-compliant motorcycles emit more than 0.15g/km of NOx. Most motorcycles registered after July 2007 meet this standard. Check your motorcycle’s compliance on the TfL motorcycle standards page.

Larger vehicles

Vehicles over 3.5 tonnes, such as lorries and coaches, are subject to the Low Emission Zone (LEZ) standards instead of ULEZ. Non-compliant heavy vehicles may face charges ranging from £100 to £300. For detailed information, refer to the TfL’s LEZ standards page.

What vehicles are ULEZ exempt?

If you’re asking “what cars are ULEZ exempt?” or “what vehicles don’t pay ULEZ?”, the answer lies in emissions. Any car that meets the ULEZ emissions standards—which are Euro 4 for petrol and Euro 6 for diesel—is ULEZ free and won’t be charged when entering the Ultra Low Emission Zone.

Electric and hybrid cars: Fully electric vehicles are ULEZ exempt cars as they produce zero tailpipe emissions. Most modern hybrids also fall under ULEZ-compliant cars, depending on their emission output.

Newer petrol and diesel vehicles: Petrol cars that are Euro 4 and diesel cars that are Euro 6 or above are also exempt from ULEZ charges.

Special Vehicle Types That Are ULEZ Exempt Regardless of Emissions

Surprisingly, some vehicles qualify for ULEZ exemptions even if they don’t meet the standard emission thresholds. These include:

  •  Agricultural vehicles like tractors and harvesters are ULEZ free vehicles by default.

  •  Historic vehicles (over 40 years old with a “historic vehicle” tax class) are exempt from ULEZ regardless of emissions.

  •  Military vehicles, such as tanks and armed trucks, are ULEZ exempt.

  •  Showman’s vehicles receive significant ULEZ discounts, though some fees may still apply.

  •  Certain mobile cranes may qualify as ULEZ-exempt vehicles, depending on specific classification.

Are Euro 6 Cars Exempt from ULEZ?

Yes, Euro 6 diesel cars are ULEZ exempt, which is a major relief for owners of newer diesel vehicles. If you’re unsure of your car’s Euro standard, check your V5C logbook or use the Transport for London vehicle checker.

ULEZ Disabled Exemption and Grace Period

There are also ULEZ disabled exemptions for vehicles used by disabled persons or for disabled transport services. Additionally, a ULEZ grace period application form may be available for certain non-compliant vehicles under specific circumstances.

One Day of the Year ULEZ Is Free

The ULEZ zone is not in effect on Christmas Day (December 25th)—the only day of the year when all vehicles, regardless of emissions, can enter the zone ULEZ-free.

However, for the remaining 364 days, the ULEZ operates 24/7, including weekends and bank holidays. So unless you’re driving a ULEZ-exempt vehicle, expect to pay the daily charge if your car doesn’t meet the emission standards.

ULEZ Map Frequently Asked Questions

Why is there a ULEZ zone in London?

London has long grappled with severe air pollution, leading to approximately 9,400 premature deaths annually due to toxic air . In response, the Ultra Low Emission Zone (ULEZ) was established to reduce harmful vehicle emissions and improve air quality across the city.Time

Since its implementation, the ULEZ has significantly decreased nitrogen dioxide (NO₂) levels:

  • 27% reduction across London

  • 54% reduction in central London

  • 24% reduction in outer London

  • 29% reduction in inner London

These improvements have been pivotal in creating a healthier environment for residents and visitors alike .

While some critics view the ULEZ as a financial burden, it’s essential to note that the revenue generated is reinvested into London’s transportation infrastructure, promoting sustainable travel options and further reducing emissions.

Do you pay ULEZ if you live inside the zone?

Yes, residents living within the ULEZ boundaries are required to pay the daily charge if their vehicles do not meet the specified emissions standards. The ULEZ operates 24/7, every day of the year except Christmas Day (25 December) .

However, there are support schemes available:

  • Scrappage Scheme: Eligible residents can receive financial assistance to replace non-compliant vehicles with cleaner alternatives.

  • Exemptions and Discounts: Certain vehicles and drivers may qualify for exemptions or discounts. Detailed information is available on the TfL website.
